Blanca Rebollar was born in Mexico City and graduated as Electronic Engineer (1990). She studied Business´s Direction and Development (2007) and Project Management (2012) .

Blanca Rebollar is currently serving as Director for Specialized Human Capital Development in the Space Field at the Mexican Space Agency.

Before this, she worked as external advisor on the Coordination of Information and Knowledge´s Society (CSIC ) of the Secretariat of Communications and Transportation (SCT) where she was responsible for the connection between the Telecommunication Network for Education, Health and Government of the 32 mexican states and the National Broadband optical fiber backbone.

From 1993 to date has participated in the planning, implementation and operation of national telecommunication´s networks via satellite in private companies and government . These projects include the planning and commissioning of SKY, first mexican company to offer the digital TV satellite service "DTH" (Direct To Home).

She designed a TV Network via satellite for Latin American (LATINSAT) to offer three specialized television channels in community development , training and dissemination of science and technology for highly deprived areas in the country (2006-2007) and the commissioning of the Master Station for "EDUSAT", the Educational Television Network via satellite of ILCE (2007).

Blanca Rebollar participated in the negotiation , coordination and linkage between ILCE, SEP and SCT for the installation of satellite´s equipment to provide Internet access to 4,500 schools in the country through the Mexican Program called "e-Mexico" (2002-2006).

She has designed and implemented various computer systems among which include one for the calculation of satellite´s links and to track the technical and business of satellites companies.

He served as deputy director of planning , integration and monitoring of infrastructure projects in the country for job creation through the Temporary Employment Program " of SEDESOL and Care Program for Agricultural Workers (2008-2010).

Blanca Rebollar is the author of three e-learning courses : " How to buy and sell online " , "Creating content online" and " Safe internet surfing".
